Steel below, timber above, and the reason for the split
Timber at bar height takes water at the floor end. The feet sit in whatever the mop leaves behind, the finish fails at the bottom 100 mm first, and by the time the top looks worn the legs are already swelling. Welded steel with adjustable glides does not care what the floor is wet with, and the glides take up the fall in a tiled floor so the table does not rock.
The top stays timber because a steel top at 1050 mm is cold under the forearm and loud when a glass goes down. Solid wood at 30 mm gives the top enough thickness to be refinished twice over its life rather than replaced.
Welded, not bolted, at the joints that carry load
The leg-to-frame joints are welded and the powder coat is applied after welding, so there is no bare metal at a fixing to start rusting. Where the top fixes to the frame, the bolts go into threaded inserts in the timber, which means the top can come off for refinishing without the holes stripping.
Two chairs, not four
At 1050 mm a two-chair set against a wall is the configuration that gets used; four chairs at that height need 1200 mm of clear floor and a reason for four people to stand at one table. If the plan needs four, the top goes to 1400 mm and the frame gains a centre leg.
