Making steel look light
Steel chairs fail visually when the tube is too thick. Tube diameter decides it: 25 mm with a padded back reads as furniture, 32 mm with a flat seat reads as office furniture. The difference in cost between the two is small and the difference in how a room feels is not.
Frame colour does the rest. Powder coat matched to the bar front lets the chair disappear; a contrast colour makes the same chair a feature. Both are the same frame, so the decision can be made late.
Upholstery on a metal frame
Padded backs on steel need a shell between the foam and the tube, otherwise every contact point shows as a hard line through the cover. The shell here is a moulded panel rather than a board, so it follows the back's curve and spreads the load across the whole pad.
Fixing is from the rear, which keeps the front face clean and lets a cover be replaced without dismantling the frame.
