Iron frame stool, Nordic back
Waterproof on a bar stool means something specific: the cover can be wiped, not that the stool can be left out in the rain, and the difference decides whether it belongs inside or on a terrace.

Iron, steel and what the difference is worth
Iron and steel tube look identical under a powder coat and behave differently over ten years. Iron is softer and takes a weld more readily, which makes a complex frame cheaper to produce; steel tube is stiffer for the same wall thickness, which matters on a stool with a back that a guest leans into.
For a frame with no back, iron is fine and often better value. For a back that carries weight, the stiffness of steel is what stops the back flexing away from the guest.
What a waterproof cover is not
Waterproof here means a cover with a coated face that liquid cannot pass through. It is not a sealed stool: water still runs down the sides, into the seat seam and onto the frame, so the cover protects the foam, not the furniture. That is enough for a bar floor where a spilled drink sits for an hour; it is not enough for a terrace where the stool stays out overnight.
Where the stool lives outside, the frame needs to be stainless or galvanised, and the cover needs a drainage path so water does not pool in the seat.
