Water resistant means the joints, not the paint
Powder coat is a barrier until it is chipped, and on a bar chair the chip always happens at the same two places: the footring where heels land, and the bottom of the leg where a mop handle hits. The specification that matters is what is underneath. Sealed steel tube with the ends welded shut has nothing inside to rust, so a chip stays a chip rather than turning into a stain that runs down the leg.
The seat is the other weak point. Padded vinyl over sealed ply wipes clean and does not hold water at the edge; an upholstered seat with a fabric skirt will wick mop water up into the foam and stay damp for days.
Why the top is folded rather than edged
The steel top has a folded 25 mm edge with no separate band to lift, and the fold also stiffens the panel so a 900 mm span does not drum when a glass lands on it. Edged board is cheaper and quieter to make, but the band is the first thing to fail in a wet room.
Padded seats in a wash-down room
Backless padded stools are the compromise: the vinyl cover takes a wipe, and the padding stops the seat reading as a works table perch. Thirty millimetres of foam over ply is enough to matter for a two-hour sit and thin enough that the seat does not hold its shape badly after a year.
